Galaxy Police detectives Mihoshi and Kiyone are on routine patrol near Earth when they find out that the Galaxy Police headquarters has been blown up by a notorious terrorist named Kain who has just escaped from prison. Kain possesses a power so strong that he can even warp time and space. At the same time on Earth, Tenchi starts to fade!
