Galaxy Police detectives Mihoshi and Kiyone are on routine patrol near Earth when they find out that the Galaxy Police headquarters has been blown up by a notorious terrorist named Kain who has just escaped from prison. Kain possesses a power so strong that he can even warp time and space. At the same time on Earth, Tenchi starts to fade! Thanks to Washu, Tenchi is saved, but he and his friends see their house disappear and they find themselves sitting in an old deserted ruin.
