Hikaru no Go TV special is a one episode single disc release. This is a TV broadcast rip that look ALMOST as good as DVD. I have the overscan minimized on my TV and I can see the jerky white dot across the bottom that suggests this is from tape, but it looks way too good to be either VHS or S-VHS. You can occasionally see very minor dropouts. Perhaps it's from Hi-8 or some other digital format?
This contains the New Year's special broadcast episode that goes between episodes 12 and 13. This is sometimes listed as episode 14.5, but it is actually 12.5.
The subtitles are very good with occasional misspellings. The names are usually correct (except that Hikaru is always spelled "Hikare") and the timing seems fine. They seem to be taken from the [Elite-Fansubs] divx file, but I haven't done a direct comparison.
It's bad enough that the original episode is only 23m26s, but even worse is the fact that only the first three minutes contain any new footage (pretty lame "Thanks for watching and Happy New Year" footage at that) and the rest is a recap of the series up to about episode seven or so. But wait, even worse than that is the fact that MI cut off the first ten minutes of the recap section, giving you a DVD that runs a total of 13:25!
The audio is fine, exactly what you would expect from a broadcast rip.
