Video is near perfect but there is pixelization starting around the middle of the second dvd. After that, it is sporadic in episodes here and there. Doesn't really ruin the experience however as it is very slight and hardly noticeable. Other then that, there are no other significant problems.
Audio:
Nothing bad to report here. No bad lines or anything.
The dubbed version of this show is the most hillarious dub I have ever heard. It is also quite a bit vulgar in that the F-word starts showing up at the end of the first DVD and then in nearly every episode afterwards someone or other says it at least once. Other less serious insults also abound. If you thought Saiyuki was bad, stay away.
Then, there are the one liner insults. These are pretty hillarious. Things like: 'he's nuttier then a squirrel turd,' and my personal fave, '... they can all suck my a** dry.' That last one had me rolling on the floor especially because of the delivery.
In the end, I can't say that the dub is perfect because there are instances where a few voice actors sound far too forced. However it certainly is not the worse out there. That honor goes to the Record of Lodoss War dub.

Comment:
I should mention right off the bat that this is only the first season of Project Arms. There is a second season but that probably won't see release until next year. Episode distribution is 9 on the first disc, 9 on the second and 8 on the third.
This is a pretty good anime. At first I thought it was going to turn into your basic fighting anime but there is a pretty good story here. Hopefully it all gets sorted out during the second season because they've got a great setup in these first 26 episodes.
Overall, I'd give it a 9/10.
