AESES, a civilian based organization, is built on the powers of special people who began to emerge after the war: the Nouryoku-sha. These people, known as ESPers or E\'s for short, have the ability to control things with their minds. Through this policing organization, these ESPers in Ashurum have become the lawmakers of the new world,Kai Kudou is the 118th member to be inducted into AESES. But right off the bat, he\'s already brushing shoulders with Shenlong Beluvedia, a senior member of 6 years. Ironicaly, Shinlu, Shenlong\'s twin sister, is falling head over heels for Kai! Brought into the organization by Commander Eiji, the man in charge of Ashurum, Kai begins to realize that there may be more to Ashurum than meets the eye. With Kai came his little sister, Hikaru, who is deathly sick. Since his mother was an employee of Ashurum as well, Hikaru has received nothing but the best care.Hikaru may be more than she appears, however, as Commander Eiji seems to have taken a special interest in her. Meanwhile, Kai is being sent off on missions with the rest of the ESPers team, where he painfully finds out how much normal people hate them. Nearly killed by Shenlong, and fighting with his inner sense of conflicting justice, how will Kai be able to fight for the non-violent beliefs that he lives by?
