Overall:
Video:
Same thing as in the previous disc. The first two episodes are very good DVD-rips (only some minor pixelation), the remaining two episodes are bad TV rips (pale colours, unsharp picture, black outlines cast "phantom" pictures, vertical shadows). My rating is the average (4.5+2)/2=3 rounded down.
Audio:
Nothing to complain about. I didn't notice any specific faults on the TV-ripped episodes, but they didn't sound as good as the DVD-ripped ones.
Subtitle:
As in the previous AV sets. Understandable HK originals. Names are all wrong, but most are somehow phonetically close (like "Clock Dell" instead of "Crocodile"). Plus the usual grammar errors, mostly wrong tense.
Comment:
I really hate it when they switch from DVD to TV rips. They really could have waited a few weeks for the R2 DVDs. I can take TV rips when the DVD release is far away, but this is really annoying. And 4 episodes per DVD isn't a lot for a 150+ episode series. But since all the other HK companies are going to rip this release and a R1 release is not very probable (think 40 discs for only $25 each = $1000) this might be the only way to get this series on DVD with tolerable English subs.

Video:
The first two episodes are fine, but the last two are bad TV rips, similar to the bad rips in volume 10.
Audio:
Didn't notice any problems, but I'm not particular about the audio.
Subtitle:
Standard One Piece subtitles - If you have gotten this far in the series, you know what to expect. And of course, the standard name manglization.
Comment:
Pretty slim - only four episodes on the disk. And even though I love One Piece, I wish they would slow down the releases until they get good quality video and a reasonable episode count.
