The video is a TV rip (mostly satellite). It is presented in a widescreen format. The picture quality of most episodes is quite decent (DVD5 quality) on a big screen tv. There are a couple of episodes were you can see some ghosting and vertical lines on screen but not to the point of ruining your viewing experience. Episode 21's video is pretty bad compared to the rest of the series, definitely a VHS.

Chapter breaks:
One at the start of each episode's beginning OST. The chapter breaks are not useful, as there are a couple of minutes of story going on before the beginning OST. If you use the chapter breaks to skip to an episode, you would end up missing part of the story and that would leave you trying to figure out what is going on once the episode resumes after the OST.
Samurai Deeper Kyo is a great series. It rivals Ruroni Kenshin, but Kyo is "cooler" than Kenshin. Even though the story comes from a manga that is still continuing at the moment, they have done a good job of giving us a good insight into the story. As the manga is still continuing, the anime deviates from the original story a bit in order to give you a sense of an "ending".
This series should keep you quite entertained if you are into samurai and medieval japanese (around the meiji era) stories.
