Video:
The video in the set was perfect. However, the actual animation style used may turn off some people. There are a lot of blurry and washed out colors and the video is extremely dark throughout eleven of the twelve episodes. The last episode manages to turn up the brightness setting and then you realize, the animation isn't all that bad. All in all, since this was done for stylistic purposes and in my mind since it worked, the video is pretty much flawless.
Audio:
This is where I had a problem. Without a proper Dolby Digital set, you're going to end up getting very annoyed. There are times during dialogue when background sounds are kicked up to near deafening levels and it makes the actual dialogue hard to hear. Again, it was a stylistic choice but in this case, I did not like it as much.
For a series that is this dark and moody, the conveyance of that mood through music and soundeffects is important and Boogiepop delivers on this in its own unique way. There is a techno beat that, I am not sure how, but it actually conveys a sense of fear. It was a pretty nifty little effect that bumped the score of the audio from 4 to 4.5 for me.

Comment:
This is a great set for any fan of animation that is dark and moody. It totally blows away anything else I've seen in the anime horror genre. There is a dual plot that interweaves throughout the various character stories. I like to watch anime in marathon sessions and get pretty bored with episodic series. That was a big complaint I had with animes like Cowboy Bebop and Vampire Princess Miyu. However, all of Boogiepop Phantom's seemingly random stories are related to each other so what once looked like an episodic anime becomes more of an overall arc.
One thing that many people may not find themselves fans of is the fact that you have to work out the plot for yourself. It is not spoonfed to you but rather you are given the information in seemingly random places that you have to put together yourself to assemble a clearer picture. What interferes with this a little is the fact that there isn't just one overall story but rather two. That second story may interfere with your understanding of the story that is actually important because details of that story are scattered throughout the series as well.
Finally, I don't know why I had to pay 28 dollars for this because I only received two DVD's and a CD. There were the two regular DVD's you'd expect from a series as short as this and the audio CD which is practically useless. Episode breakdown was as follows: six episodes on the first DVD and the remaining six on the second. I am not complaining about the pricing though as the series is worth every penny and in the end, it isn't as much as the R1 would cost anyway.
In conclusion, this is a great show. May be a bit cerebral for some but the plot, when you connect the dots, is good. There is only one minor loophole that prevents it from getting a perfect score.
