After the war, Japan pursued a role back onto the international stage through a policy of aggressive reform. In doing this, they unfortunately alienated large parts of Japanese society and many anarchist groups formed in this time to overthrow the government. The number and scope of these groups were too much for the existing police force so a special paramilitary group called Kerebus was formed to keep the peace. Fuzei is a member of Kerebus. On a recent mission, he failed to shoot a young terrorist carrying a bomb that eventually took out a main power line and so he is placed on suspension. Questioning himself, Fuzei inadvertently comes across the terrorist's sister. They quickly develop a rapport as the political machine above him begin their machinations to destroy Kerebus using Fuzei as the central pawn. <br />
