to get the emulators i think there is a section on http://www.megagames.com that you can find the DreamCast Emulator's.. Then finding the roms is a pain if you dont' know where to look.. I would suggest P2P networks for the easiest time finding them or if you know IRC try there.. Or newsgroups if you have done those before..
