Oe Kintarou is twice more perverted in the manga (which became an adults only manga later on) but I doubt it can win over Happousai's.

Takamura Mamoru from Hajime no Ippo is a big pervert himself. A local magazine crowned him the King of Perverts. Despite his accomplishments as a boxer (East Rookie Champion, All Japan Rookie Champion, Japan Champion, 2 time world champion), he can't get laid and has to resort to groping and getting women drunk. You'd expect he get surrounded by chicks like his former rival, Brian Hawk.
