In the MAC DVD of "Pocket Monster - Movie 4 - Celebi Timeless Encounter", there IS in fact a Chinese subtitle track as well.

Also, here's a better synopsis of the movie:

A young boy, Yukinari, travelling through the forest, discovers a man calling himself a "hunter" attempting to kidnap the guardian of their forest, Celebi. What he does not realize, is that Celebi can travel through time. As he is rescuing Celebi, Celebi transports it and Yukinari 40 years into the future. There, he meets Satoshi, Kasumi, and Takeshi, as the battle with Vicious, a general of the Rocket Gang who can turn Pokemon evil with his Black Pokeballs, called "Dark Ball"s, as he tries to kidnap Celebi. With the help of Suikun, can they defeat Vicious and save the forest?
