How to attach pic to my posts?

I admit right up front I am not to much of a computer person. I found a J-PEG pic I now have saved on my comp what is the easiest way to make it a permanent part of my posts I make here???

Save the url in your signature column under 'user cp'. Would be there permanently unless you want to change it to something else.

I guess that is the part I don't 100% understand is how to locate the URL address for a J-Peg that is already on your computer

You won't have a URL if it is on your computer. You need to host it on a website and link it to that.
