Cowboy Bebop is easily number one in my book. Yokko Kanno with TANK! are the perfect combination for an explosive tune that sticks with you.
After that comes Lupin III... yeah... I'll agree that the second run of Lupin had the best soundtrack too... althought I really liked the closing music in the first run that Miyazaki directed.
Hellsing is another super catchy tune that I love watching every time the episode starts.
The funny thing about Berserk is that I HATED the opening and closing music the first 10 episodes or so that I watched it. Then... as time went on that song grew on me to the point where I actually started sitting through the whole thing.
I would like to point out that for incidental music within a series there isn't a single composer I can think of that can compete with Yokko Kanno. Listen to how dynamic the soundtracks to Macross Plus, Visions of Escaflowne, Record of Lodoss War, and Cowboy Bebop are. She gets right into the music and makes it her own without overpowering the show that it supports.
