Well, what the fuck do you expect? He's out maybe $10-20 (for Kenshin) and is throwing a fit about it...
As for being too busy, I'm not r00ster, so I can't say for sure, but I'm just giving possible reasons fo his lateness. He is a good trader with no previous issues (to my knowledge).
As for me, I'm not saying that what r00ster is doing is right, but you're majorly over-reacting on this. Besides, you still make it sound like it's his fault it got lost in the mail (according to him)...so what do you expect me to say? It's not like he should have to give you anything if it got lost, and you have to be about the dumbest person in existance to think otherwise.
