You're thinking of Kenshin. In DBZ's case, the Dragonball manga was done around 91 or 92, whereas, the anime for DBZ started in 1990 and went on until 1995. So there wasn't any overlap.
As for filler, it at least has to be entertaining. Cowboy Bebop is one of the most episodic animes out there, but it was terribly entertaining. Outlaw Star was fairly episodic as well and was entertaining as well. Noir had a monster of the week thing going on for quite a bit of the earlier episodes and was quite boring in relation to the other episodes (And all of the characters except for kirika and chloe are still 2 dimensional). Point being that you don't need filler episodes to boost character development, but filler episodes provide a relief (comic or action) from whatever the main story is.
