Yes, it has to be a relitivly new device. However it's not used for GB/GBC flash carts/cards (whichever you choose to call it), it is used for GBA Flash Carts. The purpose of it is to allow you to put GB/GBC roms on a GBA Flash cart and be able to use them on any system. Normally you wouldn't be able to play GBC/GB roms off the GBA Flash carts.
