What I don't understand is why the government doesn't simply outlaw or regulate it better? Is there really that much money being made with it that they stay out of it?

Food and Drug Administration allows a certain percentage of rat meat in hot dog because it's almost impossible to get rid of them all in processing plant. I forgot the exact number of permitted percentage but it's there.
Of course that example is more severe than msg, but I think it falls in the same category.
