I just got rise of nations and for some reason the crops and parts of buildings and diffrent particles will blink on and off. Has anyone else had this probelm??

Have you checked your vid card configuration??? Run a test or maybe check if it needs a newer Direct X(if it uses dx). I don't know anything about the game itself so I am just giving you some solutions to some of my past problems.
EDIT - I take it this is a pc game right?

. i got it no problems here.my specs =
2.6ghz 800fsb HT
1024 DDR 400
geforce 3 goldern sample 64mb.
works well here.
I sometimes get that sort of problem.
problem for me =
any video media in the back ground playing.
