I have to disagree with that statement.
On release day, the PS2 had SSX and DOA: Hardcore available. Those, along with Madden were the backbone of the release software and all three of them were exemplary games at the time. It wasn't long before GT3 and GTA3 came out and really set the system as the leading console.
