It should be the same discs as the old one, just new packaging. And I can tell you their video set was AWESOME video quality. Read the reviews for more detail.
The TV series from FX, the new one, dosen't have the specials but it has 25 episodes and thats because they made the OVA perfect collection that includes Love hina again, Spring special, X-mas Special and episode #25 that they put in the new package from FX.

well the guy I buy from sells the series and all of the specials on 4 discs for 38.99 with no shipping.
I am just worried that all of that on 4 discs would kill the quality.
Trust me, quality is fantastic. Check the DVD Review if you want second opinions.
